Emmanuel Tackie

Emmanuel Tackie is a senior technology and transformation leader with global experience delivering large-scale digital programs across the public and private sectors. He currently serves as Executive Director of Innovation and eHealth with the Department of Health, Government of New Brunswick, where he leads initiatives focused on digital health strategy, modernization, governance, and the adoption of practical, responsible technology, including supporting the release of the province’s first Digital Health Strategy. Before joining government, he served as Vice President, Strategy and Innovation at BioScript Solutions in Moncton, where he helped set enterprise strategy and led initiatives across technology, security, and operational improvement. Throughout his career, he has led cross-functional teams spanning engineering, product, design, and IT, and has worked across digital transformation, data, security, and service delivery in multi-stakeholder environments.

Emmanuel is also the founder of Afrika.vc, an investment platform focused on expanding access to vetted investment opportunities across Africa. His work is shaped by lived experience across Africa and North America, and by a track record of building partnerships across geographies, institutions, and communities. He brings a practical understanding of how policy, capital, technology, and execution intersect, and focuses on approaches that strengthen trust, governance, and measurable outcomes.

Committed to service, Emmanuel is a proud member of Omega Psi Phi Fraternity, Inc. He holds multiple professional designations, including PgMP, PMP, BRMP, LSSBB, CISM, and an MBA in Innovation Leadership. Ghanaian-born and Canadian, Emmanuel brings a combination of global technology leadership, investment experience, and a governance mindset to support the Black Opportunity Fund’s mission and long-term impact.
